7Legal Basis and Developments

This policy aligns with the European Data Protection Board (EDPB) Guidelines 05/2020 on consent. Cookie storage and access remain governed by Article 5(3) of the ePrivacy Directive, read with the EDPB Guidelines 2/2023 on its technical scope, which also cover tracking pixels and similar techniques. The European Commission's Digital Omnibus proposal of 19 November 2025 would move cookie rules into the GDPR and add low-risk exemptions from consent, but it is still in the legislative process and is not yet law; until it is adopted, the rules described on this page continue to apply.
